China vows to enforce intellectual property rights at Chengdu trade talks

Nov 25—CHINA promised the United States to ease barriers to the American export of electric vehicles as well as vowing to enforce intellectual property rights violations during the course of the recent 22nd session of the US-China Joint Commission (JCCT) in Chengdu.

China Daily reported that American Chamber of Commerce in Shanghai (AmCham Shanghai) applauded China's pledge to ensure a fair and level playing field for US companies competing in China's "strategic, newly emerging industries" and the new energy vehicle market.

"At the meeting, China also confirmed a CNY10 trillion (US$1.7 trillion) investment over the next five years in targeted sectors focusing mainly on clean energy and clean energy technology, according to media reports," said China Daily, which like the People's Daily reported no concessions won from the US.

American Shipper reported: "The JCCT gives us a mechanism to address the toughest issues in our trade relationship, and we must judge it by our ability to make concrete progress," said US Trade Representative Ron Kirk. "We have reached important outcomes, though we had hoped to accomplish more."

China agreed to make permanent its 2010 Special IPR Campaign. China will continue high-level involvement that will enhance its ability to crack down on intellectual property rights infringement, said American Shipper.

"For the first time, China will establish a permanent structure to enforce intellectual property rights. Those who infringe will no longer be able to lay low until a crackdown is over and resume illegal activities," US Commerce Secretary John Bryson.

In addition, China's vice premier Wang Qishan committed Beijing to continue the software legalisation programme to ensure that the provincial legalisation efforts would be concluded by the middle of 2012 and at the local and municipal levels by the end of 2013, said American Shipper.
